Council passes first reading of parking-district pass ordinance to allow employee/business passes

Chief Gibson presented a revised draft ordinance to establish a parking-district pass at the July 14 council meeting. The ordinance was shortened at council request and removed prorating language; staff explained that the fee itself will be set in the city’s fee schedule rather than in the ordinance text.
Under the ordinance as presented, a pass is valid July 1 through June 30 (aligned with the fiscal year), is not valid during snow-removal restrictions and applies to parking between 9 a.m. and 6 p.m., Monday through Saturday (holidays excepted). Staff said there is no per-business limit on the number of passes; proof of employment or business ownership is required for issuance.
Council moved the ordinance forward at first reading. Staff indicated they would manage fee setting through the forthcoming master fee schedule review.
