Scope and approach: The city's sidewalk program distinguishes between grinding/"saw-cut" repairs to remove trip hazards and full panel removal-and-replace work. The Precision contract addresses grinding/cutting repairs identified in an objective field assessment of Zone 4 (which includes Arbol Verde Street, Conchaloma neighborhood and several northeast blocks). Staff clarified that panels flagged for full removal will be scheduled for replacement via other maintenance resources or as part of pavement-rehab capital projects.
Why it matters: Council members asked which streets most affected and how sidewalk work intersects with broader pavement-rehab plans; staff said that, where removal is required, the pavement project program (including a 2023 pavement rehab project) will handle replacements. Some council members asked for clearer maps in future presentations and to avoid performing repairs that will be replaced shortly after.
Procurement: The contract was awarded through the California Joint Powers Insurance Authority cooperative purchasing master agreement; Precision Concrete Cutting has done prior work for the city.
