Carpinteria council awards contracts for high‑visibility crosswalk and Linden Avenue upgrades

The Carpinteria City Council on July 14 awarded two transportation-safety construction contracts aimed at improving pedestrian and bicycle safety.
Carpinteria High School crosswalk: The council authorized a contract to Toro Enterprises for $471,437 to construct a high-intensity activated crosswalk beacon (HAWK) and associated improvements at the Franklin Creek Trail and Foothill Road intersection. The project received a Caltrans Highway Safety Improvement Program (HSIP) grant to fund roughly 90% of construction, and the council approved the low bid and construction-manager arrangements.
Linden Avenue improvements: The council also awarded a contract to Toro Enterprises to build streetscape upgrades on Linden Avenue between Carpinteria Avenue and Sawyer Avenue, including sidewalks, curb ramps, street trees, parkway improvements, a combination of Class 2 and Class 4 bikeways and pavement resurfacing. The total base bid was $908,610 and staff recommended an amendment to the engineering support agreement with Stantec for construction-phase services. The project aims to improve safety, pedestrian access and appearance along a gateway corridor to downtown.
Procurement notes and public input: Staff said both procurements followed public bidding rules and public-notice requirements; only one bid was received for each project. Council members asked staff to expand outreach to local contractors for future bids and to provide map-based plans when presenting capital projects to the council.
Timing and next steps: City staff will hold preconstruction meetings with Toro Enterprises and require a construction schedule before issuing a notice to proceed; council discussed completing pavement rehabilitation in Linden Avenue as part of the current award, subject to budget approval for associated contingency.
