Wheat Ridge council sets hotel-license hearing, approves HMIS data sharing and fills commission vacancies

WHEAT RIDGE, Colo. — The Wheat Ridge City Council on Monday, July 14, 2025, took three formal actions: it set a public hearing for an ordinance that amends the city’s hotel licensing program, approved an interagency data‑sharing agreement to expand countywide homeless management information system (HMIS) reporting, and appointed members to fill vacancies on advisory commissions.
The council set a public hearing for Council Bill 13‑2025, an ordinance that amends sections 11‑5‑61 and 11‑5‑69 of the Wheat Ridge Code of Laws to remove a required 18‑month update for the hotel licensing program and to revise the calls‑for‑service (CFS) definition so that hotels providing severe‑weather shelter are properly excluded from certain monthly counts. The council approved on first reading and scheduled the public hearing for Monday, July 28, 2025, at 6:30 p.m. in City Council chambers and virtually; the ordinance was set to take effect 15 days after final publication per charter provisions. A motion to set the hearing was moved and seconded; the clerk recorded the vote as all ayes, no nays.
The council also adopted Resolution 35‑2025 to approve an interagency data‑sharing agreement that would allow Family Tree and other partners in the GEFCO homeless navigation collaborative to participate in countywide HMIS reporting through Metro Denver Homeless Initiative (MDHI). Assistant City Manager Mary Anne Schilling told councilors that the agreement would allow collaborative partners to pull countywide reports while maintaining protections on individual records: law enforcement does not have access, releases of information (ROIs) are obtained from clients, and navigators receive training before they may enter or view HMIS data. Councilors asked for clarification about opt‑out choices and what level of detail navigators can see; Schilling said navigators see high‑level service history but not another agency’s case notes unless the client is the navigator’s documented client. The motion to approve the resolution passed by unanimous voice vote.
Finally, council made appointments to fill vacancies on standing commissions. The council appointed Sherry Altland to a District 2 Cultural Commission seat (term to expire 03/02/2026) and Bobby Rubineau to a District 3 Cultural Commission seat (term to expire 03/02/2027). Motions to appoint passed unanimously.
The ordinance and resolution will return for final action after the scheduled public hearing (for the ordinance) and as required by each item’s adoption procedures.
