Business manager reports $9.5M cash in general fund; title funds held up, athletic field open house planned

Heidi, the district business manager, presented the June financial reports showing the general fund received $527,000 in property tax proceeds and the final state aid payment for fiscal year 2024–25. Other revenue included a $50,000 biannual transportation reimbursement tied to activity trips. Heidi reported a general fund ending cash position of $9,500,000, a slight decrease from the prior year.
The capital outlay fund received typical June property taxes totaling $297,000. Alta project spending includes a $5,000,000 capital outlay certificate drawn to support Athletic Complex Phase 2; expenditures included scheduled payments for construction in progress. Heidi said the capital outlay fund’s ending cash balance is $6,200,000, below the prior year as construction costs are expended.
Special education revenue for June was reported at $433,000 (taxes and state aid), leaving that fund’s ending cash position at $3,800,000. Lake Area Technical College (LATC) enterprise operations reported tuition revenue of $198,000 and $82,000 in state sources, expenditures of $2,800,000 and an ending cash balance of $8,700,000.
The business manager noted a $25,000 contribution from First Interstate Bank supporting gym murals at elementary schools.
Superintendent Dr. Danielson told the board that several federal Title funds remain “held up” in Washington, D.C. He said the hold up does not necessarily mean funds will be withheld permanently, but the district has not yet received final notifications and staff estimate the delay is about two months. He said Title IV funds have been confirmed and will support the Project Success MOU approved at the meeting; Title II and other titles remain uncertain.
Dr. Danielson also provided an update on facilities: the Allen (Ellen) Mitchell Field project is nearing completion with a public open house to be scheduled; the football home opener at the new field will be Friday, Aug. 29, versus Sioux Falls Jefferson. He said staff will propose a board pre‑tour of the field, which could be added to the Aug. 11 board meeting agenda.
Heidi and Dr. Danielson answered board questions about contingency levels for the Athletic Complex Phase 2 project and confirmed current remaining contingency is approximately $348,000; staff said the project is tracking well against budget.
