City utility director notifies public of upcoming Nioborg Estate water main replacement

At the July 14 meeting, Solvang Utility Director Jose Acosta notified the public that the city will begin a mainline replacement project in the Nioborg Estate area next week. Acosta said Tierra Contracting will carry out the work and warned residents to expect significant construction activity, heavy machinery and potential dust and noise impacts.
Acosta said the city previously included a notice in utility bills and that a second public notification will be included in this month's utility bills. He said the billing notice and the city website will include contact information for the utility director, the city's engineering consultant and the contractor so residents can report concerns in order of preference.
Acosta asked residents to contact the utility director first; the city will follow up and escalate concerns as needed. He said the contractor is aware of dust- and noise-control responsibilities and that staff will respond to complaints if monitoring indicates corrective action is required. The project is expected to affect local travel patterns while construction is underway.
