The Solvang City Council on July 14 unanimously adopted Resolution No. 25-12-99 to ratify the city's fiscal year 2025'26 appropriation limit following a corrected public-notice procedure. Council members voted 5-0 to ratify the previously adopted limit of $26,362,892.
City staff told the council the appropriation limit itself had not changed but that the public hearing notice originally had been published for 12 days instead of the 15 days required. A staff representative said the city made the required information available but that state law requires a 15-day publication window. No members of the public spoke on the item.
After brief clarification from staff that the action was a procedural ratification rather than a change to the figure, the council moved, seconded and approved the resolution by roll call vote. The roll call recorded "yes" votes from Councilmember Infante; Mayor Pro Tem Claudia Arona; Councilmember Smith; Councilmember Elizabeth Arona; and Mayor Brown.
The ratification restores formal compliance with the state notice requirement while keeping the previously established appropriation limit unchanged. The council did not adopt any additional budget policy changes at the meeting.
