First hearing held for 300 Scotty’s Bus Lane rezoning; commission takes initial testimony

At the conclusion of its other business the commission opened the first of two public hearings on a request to rezone 300 Scotty’s Bus Lane from General Commercial to the Institutional Floating Zone (IST). The applicant is the City of Frederick in partnership with the Oshman Family Foundation, which intends to establish a community/recreation social‑service center on the property.
Staff said the IST floating zone more closely matches the proposed use, which emphasizes assembly, recreation and community services rather than commercial retail. Because the property is city‑owned and the proposed function is civic/institutional, staff concluded the IST zoning is consistent with the comprehensive plan and the institutional‑zone criteria; staff will return with a formal recommendation at the next hearing.
Jeremy Holder of the Oshman Family Foundation briefly described the proposed use and said the applicant will provide more detailed project materials at the follow‑up hearing; no public comment was offered at this first hearing.
Because this was the first hearing, no commission vote was required; the item will be scheduled for final action at a subsequent meeting after staff and the applicant provide supplemental materials and responses to questions.
