Skagit County opens bids for Community Justice Center physical barriers project; Copper Mechanical appears low bidder

Skagit County Facility Management opened bids for the Community Justice Center Physical Barriers Project and announced Copper Mechanical as the apparent low bidder; the county acknowledged multiple bids and two addenda but did not make an award during the meeting.

Facility Management’s Eric Peterson, joined by Heather Bovey, read the bids and the amounts submitted and confirmed each bidder acknowledged addenda 1 and 2. Bids announced in the record included: American Fence, Inc., $2,343,660; Copper Mechanical, $1,042,000; Valdez Construction, $1,435,000; Tri Co, $1,675,000; Apex Mechanical, $2,000,250; Summit Construction Group, $1,548,000; and Tiger Construction, $2,075,000.

“Looks like our apparent low bidder is Copper Mechanical,” Eric Peterson said at the conclusion of the opening. Peterson then closed the bid opening: “That concludes the bid opening.” The county record shows Copper Mechanical as the lowest monetary bidder in the readout, but Peterson did not state an award decision or contract award date at the meeting.

Bidders’ acknowledgement of addenda was noted on the record for each call-out. Facility Management did not provide additional details in the public readout, such as bonding, references, or the procurement timetable for award and contract execution.
