Collierville awards bid to repave Town Hall parking lot, including ADA upgrades

The Collierville Board of Mayor and Aldermen voted Monday to award a contract to repave the Town Hall parking lot and install upgraded ADA access on three sides of the building.
Deputy Town Engineer Shane Richardson told the board the project covers the front, rear and east side of the Town Hall parking area and includes concrete work to improve accessible aisles and crosswalks. "This project was originally included in the FY '22 CIP," Richardson said. He noted existing crack filler is wearing out and that the repaving will address spalling and deteriorated joints.
Richardson said 18 contractors requested specifications and 10 submitted bids. Hollingsworth Paving was the lowest responsive bidder at $227,589.94; the March 2022 estimate for the same work had been $257,200. Richardson said the contract will be unit-price with a 60-day completion schedule from notice to proceed, citing the concrete and ADA work as reasons for the timeline. "So that's why I gave him 60 days to do the project, just because there's a lot of concrete work involved," he said.
Council members pressed no formal questions beyond noting the strong number of bidders. A motion to approve the bid award passed on a roll call vote in which six members recorded "yes." The board did not identify a mover or seconder in the public roll call at the time of the motion.
The board President/Mayor Frasier and council members approved the contract during the same meeting where minutes and a consent agenda were also approved. Staff indicated procurement performed due diligence and recommended the low bidder. No funding source or contractor start date beyond the 60-day completion window was specified at the meeting.
Work will include pavement replacement, restriping with enhanced crosswalk markings and concrete accessibility elements at the three building approaches. The board did not add conditions to the award or request additional cost breakdowns during the meeting.
