Planning commission continues 27 Franklin Street zoning map amendment to Aug. 11 at owner’s request

The Frederick City Planning Commission continued the zoning map amendment for 27 Franklin Street to the commission’s August meeting after the property owner’s counsel requested time to review permitting and demolition history and to meet with city staff.
Sean Hughes of Miller, Miller & Canby asked the commission for a continuance so his newly retained clients could digest records and discuss next steps with city staff and the city attorney; pastor Louis Serrano, identified as the property owner’s representative, attended with counsel. Staff recommended a 30-day continuance to stay consistent with demolition-review time thresholds in Land Management Code section 423 while preserving the city’s timing obligations.
Neighborhood coordinators and residents who spoke at the Historic Preservation Commission hearing in support of placing a Historic Preservation Overlay for the property urged the commission to move carefully; N.A.C.12 coordinators Adam Apostoli and James Gibbs said the Historic Preservation Commission had unanimously recommended the overlay after a detailed 213‑page application and expressed concern over prior demolition work to the building’s front.
A motion to continue PC25187 ZMA to the August 11 meeting passed unanimously.
The continuance preserves the Planning Commission’s opportunity to receive additional documentation and public comment and to hold the hearing on the announced future date.
