City planning staff on July 14 recommended against a comprehensive plan amendment (CPA25060012) and an associated zoning change (ZON25060021) that would allow conversion of an existing church at 310 Southwest Third Street into a funeral home.
Staff explained the property’s current designation on the future land use map is medium-density residential and the applicant seeks a change to commercial/retail office to allow a funeral home. Planning staff said the request is inconsistent with the future land use map and therefore staff does not support the comprehensive-plan amendment nor the rezoning.
The zoning request would change the parcel from MF-1 (multifamily-1) to general retail; staff warned that general-retail zoning would allow many additional uses by right, and staff listed examples such as restaurants, grocery stores, hotels and other commercial uses that would become permitted under that zoning.
Staff said notifications were sent to 51 properties; the record included one written opposition and no letters of support. Commissioners asked staff to clarify what funeral operations would and would not occur at the site; staff summarized the applicant’s explanation that removals, embalming and transportation to an airport would continue to be handled at the applicant’s Irving facility, while the Grand Prairie location would be used for staging, visitation and chapel services. Commissioners expressed concern about locating a funeral home in an essentially residential future-land-use area and noted the opposition letter’s “strong” language.
Staff reiterated that because the proposal conflicts with the future land use map and MF-1 designation, it could not support the CPA or the rezoning; the application will proceed to the public hearing where the commission and, if recommended, city council will review the case.
