Planning staff delivered the quarterly development report, summarizing permits and project statuses for completed, under‑construction and submitted projects across town.
Purnima (Planning Department staff) told the commission the quarter included a mix of commercial, residential and institutional activity. Completed or finaled permits in the quarter included a roughly 1,300‑square‑foot auto repair garage (approved by town council in April 2024 and now operational), a development and building permit for a Tesla service and sales center (an approximately 51,000‑square‑foot facility approved Aug. 7, 2023 and finaled this quarter), and the Village Church parking garage (DEV permit approved Nov. 2023; commercial building permit finaled this quarter).
Purnima also highlighted residential and mixed‑use activity: Dixon Estates, a subdivision west of Morris Road, had its infrastructure finaled and has 51 single‑family lots with a 15,000‑square‑foot minimum lot size; a 16‑story mixed‑use building at 3111 Sunset had its building permit finaled this quarter and will include 209 residential units (site plan approved May 2022); Oak Ridge Crossing Phase 3 received a DEV permit to begin infrastructure; and Peninsula at Twin Coves received a sign exception allowing an existing electronic message board to remain under conditions requiring inspection and permits.
Under construction or in review
- Oak Ridge Crossing Phase 3 (residential infrastructure) — DEV permit approved - Titan’s Dental (south of Embry) — DEV permit issued following P&Z approval in June - Whataburger subdivision (Embry) — infrastructure approved and under construction; associated tenants include Whataburger, Slim Chickens, Dutch Bros and a daycare center (Lakeside Kiddie Academy) with permits submitted or issued - Vadimir Phase 2 — 24 senior‑living villas; DEV permit applied - St. Philip’s Catholic Church Phase 2 — site plan approved and DEV permit applied
Other permit activity noted
- Interior remodel for a Girl Scouts DreamLab in the Highlands Rand shopping area (near Lowe’s and Best Buy) - Interior remodel permits issued for Flowermore High School and Liberty Elementary - Interior remodel finaled for Valley Creek Church (atrium, coffee shop, kids area, balcony)
Why it matters: The report gives commissioners and the public a snapshot of where development dollars and activity are concentrated — commercial centers and mixed‑use developments in key corridors as well as steady residential subdivision work — and identifies projects that will return for further review or permitting.
Ending: Staff offered to remain after the meeting to answer detailed questions about specific permits and encouraged commissioners and residents to view the town’s development map available on the planning page of the town website.
