The board asked staff to identify specific applications to pursue and to return with draft authorizing resolutions for upcoming July meetings.
Staff summarized programs relevant to town priorities: infrastructure-to-support-business programs (~$60 million statewide), the Pro Housing Supply Fund (up to $100 million statewide for housing-related infrastructure), DEC’s Water Quality Improvement Program (WQIP) including aquatic connectivity/culvert funding, Climate Smart Communities grants, and NYSERDA clean-energy grant tracks. Staff noted the state deadline for many CFA opportunities is July 31 and recommended the town indicate which applications it wants prepared so staff can begin drafting resolutions and budgets. The board and staff discussed which projects are competitive; staff said they would prioritize grant programs with larger statewide funding pools and clearer eligibility.
Board members discussed possible targets: the Sawkill trail link (bridge preconstruction work already authorized), Forest Park flood mitigation or aquatic connectivity culvert projects, sewer/water infrastructure for the transit-oriented/district (including a potential joint application with the village for water/sewer lines to support lodging and commercial development), and geothermal/shared-energy components for development parcels. Staff reminded the board that a separate Water Infrastructure Improvement Act (WIIA/WEA) application for sewer money has a later deadline (Sept. 12) and that some projects — notably larger sewer or water district expansions — may be better matched to those programs.
The supervisor asked board members to indicate priorities within one to two weeks so staff could prepare materials and resolutions for the July meeting cycle (the board rescheduled its July 8 meeting to July 15 and planned a second July meeting later in the month). Staff will prepare estimated local match requirements in draft resolutions for board review.
