Commissioners direct staff to draft resolution cutting burial/utility permit fee to $300; applicant permit decision deferred

Linn County commissioners asked staff to draft a resolution reducing the burial/utility right-of-way permit fee that currently reads $1,600, and to return the proposed wording for formal action the following week.
A county road-department staff member told the commission the permit form and fee table on the county website lists a $1,600 fee for private utility open-trench permits; public utilities currently pay $300. The staffer said the county has been approached by private landowners seeking to run service lines to houses and barns and recommended parity for private and public utilities.
"Just do $300 for private utilities and public utilities to keep them the same," the road-department speaker said during the discussion, adding that contract language holds applicants responsible for the county’s costs if the county has to restore the right-of-way after utility installation.
Commissioners asked county attorney staff to check whether the fee change needs to be a resolution and requested a draft resolution and the current fee schedule citation for the next meeting. Commissioners also deferred approval of a specific burial-permit application that had been brought to the meeting, asking that the applicant wait until the attorney and commissioners have reviewed the proposed fee change and the associated resolution.
The board directed staff to highlight on the permit form any changes and to bring back the current resolution number for the fee schedule (staff referenced a possible online code of '202307' as the current posting). The matter will return to the commission with a drafted resolution for formal action.
