Board authorizes design and permitting task order to repaint water district tank; financing to be determined

The Town Board on June 25 authorized a task order for design and permitting work to repaint the water district’s tank and to prepare for offline operations during the painting and inspection period.
Engineering staff explained the work includes testing paint chips for hazardous materials, preparing specifications, an opinion of probable construction cost, and a design report needed for permitting with the health department. Because the tank must be taken offline for paint application, the task order includes planning for temporary tankage and a refill/disinfection schedule; the task order presented to the board had a design cost of approximately $49,400.
Chris (municipal finance counsel) advised the board that painting work is not routinely financed under the state’s Infrastructure Upgrade Program (IUP) and that the previously authorized bond resolution (when replacement was considered) may not match a repaint scope. He said he would confirm whether repainting plus proposed equipment upgrades (including a mixer) would qualify for IUP or other financing and whether the town should prepare a separate financing resolution.
Board and water-district representatives said earlier inspections found the tank’s internal steel to be in better condition than previously feared, supporting repainting over full replacement. The board noted painting presents a lower near-term cost than replacement (replacement estimates cited in discussion were multi-million-dollar). Members asked staff to plan the bidding schedule, consider financing options and explore grant opportunities that might offset capital needs. The task order passed by voice vote; staff will return with bid results and a recommended financing approach.
