Town authorizes award to Harvest Power for ~749 kW community solar project

Renee (staff) presented a bid summary noting two complete bids were received and that references and qualifications were checked. The apparent low bidder, Harvest Power LLC, submitted a complete package; the higher bid from Renewa Energy was $2,328,603. The board authorized the supervisor (or deputy) to accept the bid and execute a contract in the form provided in the bidding specifications, subject to the contractor providing required insurance, bonds and an executed agreement.
Staff and the board discussed grant funding already received for town clean-energy projects (the town reported receiving approximately $275,000 from the Clean Energy Communities program toward related projects) and reminded residents that community-solar savings can be modest relative to earlier projects constructed years ago. The supervisor explained interconnection costs in this project were modest, which supported the project's financial viability, and said the town wants to have the project completed before year-end to align with tax-credit and direct-payment timing under federal programs.
Next steps described at the meeting: the town will issue a notice of award to the selected contractor, request the contractor provide insurances and the executed agreement, and then issue a notice to proceed so construction can begin; staff will circulate the contractor's construction schedule to the board once they receive it. The board approved the award by voice vote.
