Town Board approves permits, engineering contracts, solar award and routine business in June 25 meeting

The Town Board of Rhinebeck on Wednesday, June 25, approved a series of routine and project-related actions including acceptance of monthly reports, a large-assembly permit for a summer swim meet, preconstruction work for a trail bridge, an award for a community solar installation, a task order to design repainting of a water tank, and several administrative items.

The board opened by accepting the supervisor's and town clerk's monthly reports for May and moved through a long agenda that included public comment on trail amenities before reaching a slate of resolutions and motions. The board voted unanimously on each recorded action, with votes recorded as “Aye” at the meeting for the motions brought to the floor.

Among formal decisions, the board: - Approved a large-assembly (mass-gathering) application for the Red Hook Sea Raiders swim meet at the Red Hook Pool for Aug. 2–3, 2025, subject to the conditions on the application form and routine event conditions; the resolution directs town staff and officers to take steps necessary to address complaints or public-safety issues that day. - Authorized a professional-services task order for preconstruction (survey, wetland delineation, geotechnical borings) for a proposed pedestrian bridge linking the Rec Park trail network across a stream; the town accepted the task order with an estimated maximum cost of $44,000 (breakdown: $13,000 survey, $6,000 wetlands, $25,000 geotechnical). - Awarded the Cookingham community solar project to Harvest Power LLC as the lowest responsible bidder at $1,816,320 for a roughly 749-kilowatt array adjacent to the Pukingham Farm property west of Route 9 (subject to contract, insurance and bonds); the board authorized the supervisor to execute the contract and proceed with procurement steps. - Approved a task order for design and permitting services to repaint the water district’s tank, including preparing bidding documents and a temporary tanking/operation plan while the tank is offline; the engineering task order was authorized at $49,400. - Adopted a website privacy policy prepared with the town’s website vendor and approved a police services agreement with an adjusted annual figure discussed in the meeting. - Made several committee and board appointments (zoning board of appeals and trails/greenway-related vacancies) and approved minor administrative scheduling changes (rescheduling the July 8 meeting to July 15).

Board members and staff stressed that several items are contingent on follow-up steps: the large-assembly approval requires final signatures on the application and coordination with first responders; the solar award is contingent on Harvest Power supplying required insurance, bonds and an executed agreement and on meeting NYSERDA/municipal procurement requirements; the bridge preconstruction work is intended to inform the hydraulic and geotechnical design and any grant applications; and the water-tank design task order will be followed by bidding and then a separate financing decision if needed.

The board closed with routine departmental reports and directed staff to proceed with the items as authorized.
