Staff said a consultant, HDR, will prepare the state grant application and that the county expects to pay a fee "probably around 10,000 or less" to HDR for grant-writing services.
The amendment programs the project into the fiscal 2028 program so the federal reviewers see the county has the project lined up before the formal grant application. A staff member said the county might be bundled with similar Department of Transportation bridge projects in a larger package and that, if bundled, the project would not be let until fiscal 2028. The staff member described the programming step as "kind of a formality" required before the grant paperwork can be completed.
Board members moved and seconded the program amendment and, after brief discussion, voted to approve the amendment. The transcript records the motion carried; a formal tally with member-by-member votes was not read into the record.
Staff noted a related administrative change: state code was updated so county engineers may be authorized to sign final pay vouchers on projects, which staff said will let the county close projects more quickly and avoid waiting for a wet signature on final payments.
The board also discussed the possibility of obtaining additional letters of support and conducting an online public survey when more project details are available. Staff said staff will seek resolutions or letters of support from local representatives and businesses as part of the CHPP grant application process.
The motion recorded in the meeting minutes was to approve the fiscal year 26 EOP program amendment to program the bridge project into fiscal 2028; the motion was carried.
