The board framed two broad options: a temporary arrangement in which another county’s dispatch center takes calls during staffing shortfalls or system outages, and a permanent regionalization or contract with a larger communications center. County staff identified Jefferson County’s communications center (often referred to as JeffComm) and Clear Creek County’s recent contract with JeffComm as a working example of a turnkey regional partnership.
Supporters of exploring partnerships said regionalization can produce cost savings, redundancy and improved technology scale. One board member recalled Clear Creek County reporting “it’s going great” after contracting with JeffComm and said Clear Creek’s experience included cost savings and additional staffing resilience.
Those expressing caution emphasized local control and the complexity of systems integration, especially radios, paging and warrants data. Staff said Chaffee County can take 9‑1‑1 calls in a limited fashion but that guard/agreement issues previously prevented a fuller backup arrangement. Participants emphasized that regional backup is not a job‑loss scenario; instead, roles and duties for local staff would change and staff would likely retain employment in other county roles.
The board discussed practical next steps: meet with potential partners (JeffComm, Chaffee, Park County), document the technical and radio/paging compatibility required for a full backup/transfer, and scope legal and cost implications. Board members emphasized the value of a temporary, part‑time contingency arrangement to provide breathing room for training and internal capacity development while local hiring and training continue.
No decision was reached. The board scheduled follow‑up conversations with surrounding counties and asked staff to bring back specific technical, cost and contract information at a future meeting.
