Pawtucket licensing board approves new restaurants, hookah lounge and multiple outdoor-event permits

The Pawtucket Board of License Commissioners on July 9 approved multiple licensing petitions, including a Class B victualler license for Cafe Bistro (Frank Mundo LLC) at 3 Exchange Street, and renewed or approved entertainment and temporary expansion permits for local restaurants and community events.
Cafe Bistro — applicant Sam Shore — won approval for a Class B victualler license (LQBDash25Dash5) and a first-class victualling-house license after a public hearing in which the applicant described a 40-seat bistro with a nine-seat bar, modest hours and no live amplified music. Shore said he plans to operate evenings to start and increase service later. The board approved both licenses by voice vote.
Amber Hookah Lounge (Amber Hookah Lounge Inc., 590 Newport Avenue) received approval for a Class B victualer license (LQBDash25Dash4) with stipulations on hours and entertainment. The board required closing hours of 10 p.m. Sunday through Thursday and 11 p.m. Friday and Saturday; no amplified music beyond ambient sound; acoustic-only live entertainment; and a requirement that parking spaces be painted or marked, after consultation with planning, to distinguish them from neighboring businesses’ spots.
The board also approved one-day outdoor entertainment and expansion permits for several establishments and events: three one-day expansions for Cafe Ordway/Neptune Inc. (events July 19, July 25 and Aug. 8, licenses EBT-25-49/50/51), a festival permit for Aloha Restaurant Lounge (Cabo Verg Festival at 354 Pine Street, July 26, license EBT-25-52), and a two-day expansion for a community festival at 55 Memorial Drive on Sept. 5–6 (Amigos de Tasera, EBT-25-47). Neptune representatives said outdoor service will use plastic cups for alcohol and that they do not expect large crowds; Aloha’s representative estimated roughly 500 attendees spread over the day and confirmed a hard stop at 8:30 p.m.
The board approved multiple consent items on the consent agenda including door-to-door, food and waste-hauling petitions (Trinity Solar, Darlington Market, Good Samaritan's Rhode Island, Brothers Disposal, Waste Management, Elite Truck and Equipment, among others).
Several of the approvals included applicant commitments on mitigating neighborhood impacts. For Amber Hookah Lounge, the applicant and councilor negotiated the specific stipulations on hours, music and parking; the board attached those conditions to the license. For outdoor events, licensees were reminded to use plastic cups for alcohol and to end music and outdoor service at the hours listed on the petitions.
All motions on these licenses passed on voice votes as recorded in the meeting minutes. The approvals grant the petitioners municipal permission to operate under the conditions discussed; specific license documents and license numbers were recorded in the board’s approvals.
