Collierville staff unveil revamped public development activity map; comprehensive plan consultant search underway

Planning staff demonstrated a redesigned public "development activity map" at the Collierville Design Review Commission—s July meeting, saying the new map combines project histories, timelines, thumbnails and direct links to plans to improve transparency and reduce public misinformation about development proposals.
Jamie, planning staff, said the map replaces a 10-year-old system and adds mobile-friendly design, more images, simplified language and a table view of pending projects with the newest cases at the top. "We realized there was a lot of misinformation in the public about development cases," Jamie said, adding the new tool aims to "tell that story" by showing project histories and future build-out timelines.
The map is built in-house using existing software and GIS resources. Staff said development "stories" on the map include an aerial photograph, project background, a timeline and links to staff reports and plan documents. Jamie demonstrated examples including Price Farm and Schilling Farms plan developments, noted that Dutch Brothers is in the Schilling Farms PD, and said Thompson Cat has a grading permit that will appear as a pin in a future update.
Staff described the expected timeline and maintenance workload: creating a detailed development story takes several business days; subsequent maintenance is lighter. An example cited in the meeting said one detailed development story took about eight hours to prepare. Jamie said the town soft-launched the updated map in the prior month and plans to add about 10 more development stories over the coming weeks.
Commissioners asked about how long staff takes to create a story and whether the map would show denied projects. Jamie said the town—s steering committee weighed whether to highlight denied submissions; staff plans to include some historical context in development stories but may not prominently present every denied application to avoid unintended investment signals.
During the same update, staff reported the Board of Mayor and Aldermen has funded a citywide comprehensive plan. Jamie said the town has issued a request for proposals, is reviewing consultant submissions and aims to have a consultant identified and brought to the BMA for hire by September. The comprehensive plan process is expected to take about 18 months; staff said the mayor will help identify a steering committee of roughly 23—3 people and that planning and DRC members will be invited to participate.
Staff also noted schedule items: the August 14 Planning Commission meeting had been canceled and the August DRC submittal deadline had not yet passed, so there may be few or no DRC items in August.
