Staff noted that some change orders over council purchasing thresholds (e.g., projects over $50,000) would require council approval; a vendor quote for multiple shade structures was expected to exceed $100,000 and therefore likely necessitates a council change order.
Funding, donations and sponsorships - The commission reviewed a monthly financial report that showed an account established for a Primrose Park monetary donation. A staff member said an event in Cross Creek raised $6,123 and those funds were donated for use at Primrose Park. "There was $6,123 that were raised, and it was donated to the city, for use of Primrose Park," staff said. - Commissioners urged staff to create a sponsorship packet and noted local organizations have already expressed interest. One commissioner said a hospital contact (Memorial Hermann) had reached out regarding sponsorship and asked for the packet when available; staff said the sponsorship packet is still in development and will be distributed to commissioners and prospective sponsors once ready.
Design and appurtenances - Commissioners revisited choices of standardized park appurtenances (benches, trash cans, sign holders) and noted some custom options previously selected are no longer available. Staff said interior signage and framed information panels are not in the current construction scope but might be considered in phase 3. Commissioners suggested fundraising options such as commemorative pavers, donor bricks or named elements to raise additional funds and engage the community.
Next steps - Staff will continue to obtain contractor quotes, evaluate whether change orders require council action, finalize the sponsorship packet and return with a closer Primrose budget breakdown on request. Staff also said interns are assisting with sponsorship research and the grant writer is pursuing applicable grants while construction remains eligible.
