Separately, the council reviewed and began updating its strategic initiatives (a living strategic plan). Advisor Hayden and staff encouraged the group to update demographic sections with specific age‑group data (for example, 12–14, 15–17, 18–25) and to expand environmental issue references beyond historic examples (blue‑green algae) to include contemporary concerns such as storm surge and flooding.
The council voted to form a small working group to update the strategic plan’s first and second “rings” (people and environment components). A motion to assign Members Emparagonda, Montes Perez, and Zapata Vasquez to work on those rings was made by Member Feichtthaler and seconded by Member Sanchez; the motion carried. Staff and the Assistant City Attorney reminded members that committee communications may be subject to public‑records requests.
Members also reviewed responsibilities under the strategic plan (attendance tracking, school outreach, media contacts, and physical assets). Several role changes and edits were discussed and staff committed to compiling the proposed updates into a single document for a formal vote at the August meeting.
The rules amendment and the strategic‑plan working groups are procedural steps intended to improve continuity in communications and to produce a more current, data‑driven strategic plan for the youth council.
