A planning staff presenter said the overlay allows city facility uses on leased property without changing the base zone; the overlay is set to expire when the lease or city use ends. "This would apply to properties that we lease for the city, and we want that facility use on it, but we don't want to change the base zone to city facility," the presenter said, explaining the overlay avoids a permanent rezoning of commercial property.
