The Los Angeles City Council approved a set of motions using Community Redevelopment Agency (CRA) special revenue funds to advance time-sensitive projects while sending other discretionary requests back to committee for review.
Council members approved motions to secure funding tied to Metropolitan Transportation Authority (MTA) deadlines for projects (31a and 32a) and agreed to send motions 31b and 31c to committee for fuller consideration. A separate councilmember‑initiated motion (31c) requested $350,000 to assist the Esperanza Community Housing Corporation’s public market, described in the record as El Mercado/La Paloma.
Don Spivak of the CRA explained the source of the funds: special revenue proceeds originally associated with a Downtown central library transaction and related deposits that now yield just under $3.6 million in principal and interest available from a superior court refund. Spivak said portions of those funds were intended to assist redevelopment efforts such as the Crenshaw Baldwin Hills Plaza and are being considered for projects ready to move forward.
Councilman Ridley-Thomas asked for clearer process and documentation for use of the special revenue funds; several members agreed that b and c should be vetted in committee rather than decided on the floor. Councilman Pacheco and others said the items identified for immediate approval were needed to meet MTA deadlines and that some projects were already ready to move.
The council voted 15-0 to send 31b and 31c to committee and recorded unanimous approval on the time‑sensitive items; later roll calls show the motions to approve the amended 31a and 32a were adopted on the floor to preserve eligibility for MTA funding.
