Council tables condominium conversion ordinance amendments for further review

The Somerville City Council on July 10 deferred action on proposed amendments to the city’s condominium conversion ordinance and related tenant-protection language, moving the item and several related public communications to the next meeting for additional review.

The proposal (item 7.1) would amend sections 7-64, 7-65 and 7-68 of the city code to reduce tenant displacement and update relocation payments. Councilors and staff described the changes as a narrowly targeted response intended to close procedural loopholes that had allowed tenants to be displaced before relocation protections took effect.

Councilor Davis and members of the legislative working group described the amendment as “substantively the same” as the version discussed in committee but noted an October 1 effective date had required coordination with the clerk’s office. Councilor Wilson moved to table the item until the next meeting after colleagues requested additional time to review the language and related public submissions. The council agreed to lay on the table item 7.1 plus public communications numbered 9.8, 10.18, 10.19 and 10.2 (public comments) so they remain on the agenda for the next meeting.

Councilors said the amendment’s intent is to make it less attractive to clear long-term tenants ahead of a conversion and to ensure relocation benefits reach residents who are in place at the time of an approved conversion. Staff said the administration provided revised language to clarify the October 1 effective date and that the revised language would remain available while the council takes the additional time to review.

The move to table preserves the proposed ordinance text for the next council session and keeps associated public comments available for review.
