First reading held to repeal Lincoln County water availability fee; second reading set for August

The Lincoln County Board of Commissioners on July 10 completed the first reading of a resolution to repeal the county's water availability or standby service charge (Section 71-26 of the county code). The item was introduced as Resolution No. 2025.07.10, which amends chapter 70 (Utilities), article 3 (County Water Service), division 2 (Requirements for Service), by repealing the standby-service charge language. The county attorney read the title of the resolution; commissioners agreed to post the resolution on the county website for public review.
There was no final action at the July meeting; the county scheduled the resolution for a second reading and vote at the August commission meeting. County staff were directed to post the resolution on the county website and make it available for public review in advance of the August vote.
No public comment or recorded vote occurred during the first reading.
The repeal follows an order entered March 18, 2025, which county staff indicated as background for the resolution. The county will take no final action until the second reading and vote in August.
