County approves 30-year Verizon colocation lease and related consultant contracts for Grays/Graves Mountain tower

Lincoln County commissioners on July 10 approved a three-part package to allow Cellco Partnership (doing business as Verizon Wireless) to colocate on Tower 2 at Grays Mountain.
First, the board authorized contracting Value Concepts Incorporated for construction-management services at a cost not to exceed $2,250, to be paid from the general fund. Second, the board approved engaging Value Concepts for marketing and consulting services not to exceed $10,000, contingent on the county receiving a fully executed 30-year colocation lease from Verizon Wireless. Third, the commission accepted a 30-year lease agreement with Cellco Partnership (d/b/a Verizon Wireless) to colocate on Tower 2 at Grays Mountain with an initial annual rent of $30,000 in year one and a 3% lease escalator each succeeding year; the chairman and clerk were authorized to execute the lease.
County attorneys and staff confirmed they had reviewed the agreements. Commissioners framed the action as revenue-generating for Lincoln County rather than a spending item and said the arrangement would bring ongoing lease revenue to the county. All three motions carried by voice vote.
