Castle Rock planning commission unanimously recommends rezoning of 810 North Wilcox Street

The Castle Rock Planning Commission on July 10, 2025, voted 6-0 to recommend that the Town Council rezone 810 North Wilcox Street from a Q Petroleum planned development to Business Commercial, a change that would bring the property into the Downtown Overlay District.
Town planning staff described the site as a roughly 0.45-acre parcel on the northeast corner of Eighth Street and North Wilcox that currently houses a 2,400-square-foot convenience store with a gas canopy and about five pumps. Staff said the petition for rezoning followed a pre-application to expand the existing convenience store; the rezoning itself would not obligate the owner to complete that expansion.
Staff told the commission that the parcel is part of the Wilcox Addition subdivision (platted in 1875) and that the existing Q Petroleum planned development zoning was approved in 1985. Staff said the rezoning would make the property consistent with surrounding Business Commercial parcels and trigger the Downtown Overlay District design standards, which emphasize pedestrian-scale design, street-level transparency and different parking standards.
Officials said they held two neighborhood meetings, including one April 7, 2025, attended by three residents; questions raised at that session focused on site-development details such as parking and trash pickup rather than the zoning designation itself. Staff recommended the commission forward a recommendation of approval to Town Council, finding the request generally conforms with the Town’s downtown master plan and the applicable review standards in the municipal code.
No members of the public signed up to speak on the item. Vice Chair McHugh moved to recommend approval and Commissioner Samuelson seconded. The roll-call vote recorded “aye” by Commissioners Martinez, Samuelson, Salinas, Sawan, Vice Chair McHugh and Chair Warnke; the motion carried 6 to 0.
The commission’s recommendation sends the rezoning request to the Castle Rock Town Council for final action. Staff and the applicant were available to answer questions but made no further presentation during the hearing.
