Damon Davis (USARA representative) thanked the council for previously allowing the group to use the city park and described recovery day as an event that starts with a “zero budget,” relying on donated food and prizes. Davis said the event drew broad community participation last year and that the group solicits local donations and in-kind help to operate the celebration.
Council members praised the event’s outreach and community tone; one council member said interacting with attendees and local law enforcement at last year’s event left them “very hopeful.” Council member Willis formally moved the $500 award and Richardson seconded; council members approved the motion by voice and later a roll-call confirmed the affirmative votes.
Davis said USARA is a nonprofit and that its organizers rely on community support; he said the funds would be used to underwrite the recovery-day celebration.
