The report, prepared for submission to the Maryland Department of Planning, compiles changes to comprehensive plans, plan and zoning amendments, water and sewer master plan updates, site plans and subdivisions, building permits, use-and-occupancy certificates, development-capacity analysis and agricultural land preservation for calendar year 2024. Planning staff said the report pulls municipal data from all eight Carroll County municipalities and that the county and municipalities certified final report data on June 20, 2025.
