Commissioners approve annexation comment letter and a string of contracts and spending authorities

Carroll County commissioners on July 10 voted to sign and forward a comment letter supporting the City of Westminster's annexation petition for 1012 Baltimore Boulevard and approved a series of contract renewals and spending authorities covering technology, facilities, public safety and detention services.
The county will send a comment letter to the City of Westminster backing the annexation of a 1.2-acre property at 1012 Baltimore Boulevard (petition received May 13, 2025). Planning staff said the property, currently a former RE/MAX building owned by "1012 BWMD LLC," would be repurposed as an adult day-care facility. The county staff report said the property is within Westminster's growth area, that Westminster intends to zone the parcel to B (business), and that sewer service will be provided by the City of Westminster. County planning staff recommended the city post public notice and notify adjoining property owners; the Planning and Zoning Commission concurred. City hearings were scheduled for July 17 (Westminster Planning Commission) and July 28 (mayor and common council). The board approved the motion to sign and forward the comment letter by voice vote; no opposition was recorded.
In procurement and operations business, the board approved these items (motion and second were offered for each item; all passed by voice vote with no recorded opposition):
- Renew Cohesity Fort Knox backup services with ePlus Technology Inc., $38,355.72 (FY26 budget). County staff said Fort Knox stores isolated backups in the cloud to protect against ransomware and other cyber threats.
- Renew Genetec Advantage Support with Marathon Technology Solutions Inc., $38,316.90 (FY26 budget). Staff said the Genetec system manages county cameras and door controls; the coverage includes courtroom devices.
- Award milling, paving and restriping for the county upper parking lot (Ralph Street near Ascension Church) to GEMS Contracting Inc., $58,909 (term contract 12089, FY26 budget). Facilities staff said the lot — roughly 30 years old and used for overflow during jury trials and events — requires full blacktop replacement.
- Approve spending authority for the Carroll County Sheriff’s Office for catastrophic billing and medical expenses to Prime Care Medical Inc., up to $1,490,000 (procured via Cecil County RFP; FY26 budget).
- Approve spending authority for medical-assisted-treatment (MAT) related expenses to Prime Care Medical Inc., up to $876,000 (procured via Cecil County RFP; FY26 budget).
- Approve janitorial services for the Sheriff’s Office to Summit Building Services, up to $29,640.12 (FY26 budget).
- Approve food service operations for the Sheriff’s Office to Summit Food Service, up to $720,000 (payments to be made using Calvert County's competitively bid contract; FY26 budget).
- Approve spending authority to Genesys Treatment Services for MAT-related expenses, up to $120,000; staff said these costs will be 100% covered by the opioid restitution settlement grant and not charged to the Sheriff's operating budget.
On public-safety communications, the board approved continuation of the multiyear maintenance and life-cycle management agreement with Motorola Solutions for the county ASTRA 25 radio system in the amount of $1,641,430.60 (FY26 budget). County staff said the total includes 24/7 support of the radio system, the microwave network and VHF paging; Westminster Police will reimburse the county $31,479.81 for its share. The board also authorized the director of public safety to execute a change order to cover post-warranty support for recently added equipment (staff said the change order runs above the procurement signature threshold set in Resolution 1-16-2022). The authorization was approved by voice vote.
No member requested roll-call vote tallies during the meeting; commissioners approved the listed motions by voice vote and no commissioners voiced opposition during the votes.
