Engineer reports progress on water service verification, grant applications and Safe Routes sidewalks

Spicer engineering told the Village of Saint Charles council that crews have located 520 water services as part of a TMF (targeted materials funding) program, verifying materials and identifying 53 galvanized services and three lead services.
Austin Alexander, an engineer with Spicer, briefed the council: "Today, we're at 520 services located, service materials verified. Of those 520, we've found 53 galvanized services and 3 lead services." He said the crews are finishing work on services that require cutting a small patch of asphalt or concrete rather than full excavations and that a number of difficult-to-find curb stops remain; village staff plan to contract a locator (MEC) to energize service lines and pinpoint remaining curb stops.
Water improvements and grants: Alexander said the village submitted an RD (Rural Development) application for the 2025 water improvements and removed trees within the project scope but left stumps because the grant covers stump grinding but not tree removal. He said the project remains on track for a fall/winter bid and that construction timing will depend on weather and grant outcomes.
Safe Routes to School and road pairing: Spicer reported a recent site walk for the Safe Routes to School project (Walnut Street), and that engineers are coordinating sidewalk location and crosswalk placements with village staff. The engineering team also said the village submitted two Category B grant applications seeking $250,000 in state matching funds for road work. Alexander noted pairing road work with water main improvements or sidewalk projects is advantageous for scoring on state applications.
Code updates and next steps: Alexander said the village code of ordinances updates are in final revision and should be ready for council review in the coming months. He estimated the locating effort for remaining services would wrap up by the following week, pending a few loose ends.
