Madison County planning panel approves three site plans, tables residential rezoning request

The Madison County Planning Commission approved three site plans and a master‑plan amendment and voted to table a rezoning request during a planning meeting.
Kelly Harrington, representing Delta Industries, asked commissioners to approve a site plan for a temporary ready‑mix concrete plant next to the AWS site to support an Amazon project. "I'm here requesting a site plan for a ready mix concrete plant next to the AWS site," Harrington said. Commissioners moved, seconded and voted the item approved by voice vote.
A separate site plan for a religious campus was also approved. An unnamed applicant told the commission the site will include two connected brick buildings — a temple and a family center for dining and gatherings — and outdoor soccer and basketball courts. The applicant said the project will use roughly one‑third of the overall parcel in the northeast corner and that a floodway runs through the center of the site. The applicant said the buildings will be light‑colored brick with some stucco and that existing trees in the floodway area would be preserved.
Todd Allen, a tenant on a commercial parcel on Hawkins Thompson, received approval to construct a pole‑barn storage structure to house tree‑service equipment. "We lease a piece of property...we're trying to build a shed to keep my equipment under," Allen said. He told the commission the property is about four and a half acres at the parcel tip, that the front has been fenced and limestoned for parking, and that the structure has no electricity. Allen said he has a five‑year lease and would remove the building if the owner does not sell the property at the lease's end.
The commission also approved a master‑plan amendment for a 107.16‑acre parcel presented by John Hager of Finch Properties. Hager said Finch purchased the land off Gus Green from Nipito Incorporated and intends to change a previously approved higher‑density residential plan to lower‑density, personal‑use development with features such as a "barndominium," a small shop/maintenance area and a lake‑house, and to expand an existing pond. He said access will be from Gus Green Road and that the project will not provide access through Newcastle or New Pass.
Developer Brandon Kiel asked commissioners to table a separate rezoning request for a residential development until August, saying he was negotiating with the neighboring homeowners association and expected a compromise by then. Commissioners granted the request and tabled the item until the next meeting.
