RZ25‑05 (Sunsites Unit 2, Pierce Road). Applicants James and Pamela Mercer requested a downzone from neighborhood business to SR‑174 for a parcel in SunSites Unit 2. Staff reported the request complies with applicable factors and that one adjacent property owner responded; the commission voted unanimously to forward the request to the Board of Supervisors with a recommendation of approval.
RZ25‑06 (Puzzy Ranch Road). Applicant Daniel Barnett requested rezoning from RU‑4 to RU‑2 to enable subdivision of inherited property. Staff found the request complied with applicable factors and noted the parcel is in a rural area west of Douglas; no responses were received during notification and the commission recommended approval to the Board of Supervisors by unanimous vote.
RZ25‑07 (James Ranch Road Industrial, Tactical Holdings). Tactical Holdings requested rezoning from RU‑4 to Light Industrial for warehousing and storage near the planned commercial port of entry. Staff noted the request would support the port and recommended approval with a special condition requiring right‑of‑way dedication along James Ranch Road per staff exhibits. The commission recommended approval to the Board of Supervisors with that special condition (motion carried unanimously).
RZ25‑08 (James Ranch Road / Hwy 80 intersection, Tactical Holdings). Tactical Holdings also sought rezoning of roughly 116 acres at the Highway 80 and James Ranch Road intersection from RU‑4 to Light Industrial to allow warehouses, storage and a proposed truck stop. Staff recommended approval with right‑of‑way dedications along James Ranch Road; the commission voted unanimously to forward the request with that condition.
All rezoning actions were moved and seconded by commissioners during the hearing; voting on all items was unanimous among commissioners present. Staff presentations for each docket referenced Cochise County zoning factors (Section 2.63) and, for the light‑industrial requests, the need to secure right‑of‑way dedications to accommodate planned roadway improvements to serve a future port of entry.
