Planning staff recommended approval with conditions including a 12‑space cap, quiet hours and site stabilization.
Staff said the property is about 2 miles south of Highway 80 near the Babocomari River basin and that the application complied with the applicable zoning factors. Mr. Matthew Taylor of the planning staff told commissioners the application had both support and opposition from nearby property owners and that staff mailed 21 notices as required.
Colabella said the park would be buffered by state lands and a hillside and that Calle And Cielo Ranch has maintained road requirements since a special‑use authorization in 1994. She told the commission the operation would be targeted at nature lovers and birdwatchers and that the owners plan to install a 30,000‑gallon water tank to supplement supply; she said the ranch well has not run dry in her experience.
Commissioners asked whether stays would be short‑term or long‑term; the applicant said she could market either model and would work with the commission on any desired restrictions. After brief commissioner discussion the commission first voted to remove the item from the table and then approved the permit with the conditions recommended by staff.
Conditions listed in the staff recommendation included a 12‑space limit; quiet hours from 8 p.m. to 8 a.m.; sanitary maintenance to avoid pests; two‑inch gravel or another stabilizing surface for road access and internal driveways to reduce dust; and retention and supplementation of perimeter open space with drought‑tolerant vegetation. The motion to approve was made by Commissioner Martzke, seconded by Commissioner Fickett, and the vote recorded as unanimous.
The commission’s action is a recommendation where applicable (special‑use permits are decided by the commission); any person disagreeing with this action may appeal to the Cochise County Board of Supervisors within 15 days.
