County clerk announces notary class, passport event and rising transfer‑tax figures

The Sullivan County clerk outlined services and events at the county meeting, including a notary test supported by the Sullivan County Chamber, a passport appointment day and higher transfer‑tax receipts so far in July.
The county clerk, Russell, said the office had arranged to bring back a notary test and is partnering with the Sullivan County Chamber to offer a preparatory course; "We have about 80 people signed up right now," Russell said. He described the test as requiring study and compared it to a driver's permit in preparation.
Russell also announced a passport event by appointment on Aug. 24 and said appointments would open the same day the notice was given. On deeds and transfer tax, the clerk said last month’s transfer tax totaled about $204,000 and that, "so far, the month of July, up to date, we've had 228,000 so far," calling July a strong month for receipts.
On DMV matters, the clerk cautioned residents who buy vehicles out of state that dealers often use third‑party services and plates may be delayed in the mail. Russell recommended residents bring paperwork to the local DMV office to get plates immediately where possible.
The clerk said the DMV office hours are 8 a.m. to 4 p.m. through Sept. 5 and solicited questions from the board; no formal action was taken in the meeting.
