Public comments, department response highlight homelessness, park safety and public-comment signup concerns

During public participation, one speaker, Lynn, used her allotted three minutes to press the board on homelessness impacts in parks, litter and the perceived effects of new development on public space. Lynn questioned the board’s requirement that speakers sign up in advance and said the requirement discourages public participation.

Lynn’s comments: “I was just wondering why you're the only board that requires someone to sign up ahead of time.... Is that inviting to the public? No. It's not,” Lynn said. She also raised concerns about litter and the effect of new development on park usage.

Staff response: Scott Schoenberg said staff have reached out to the city clerk’s office “regarding the process, and the requirement of, of, signing up for public comments before meetings” and that the department “will ensure that our process aligns with both boards in the organization.” On homelessness, staff said they have an active working relationship with the city’s outreach team and are working to keep park spaces “active and available and safe for friends and family,” but offered no immediate operational solution.

Separately, board members discussed the June 1 violent incident on Pearl Street Mall. Board members confirmed that urban rangers and park staff were not on site during the incident and that staff offered follow-up support for employees affected by proximity to the event. Staff said they would follow up with public-safety and permitting partners about any changes to security or event-permitting procedures.
