Staff outlines major parks capital projects and PRAB liaison roles

Allie and project leads presented a map of capital projects that included: East Boulder Community Center (major renovation with energy upgrades), Civic Area Phase 2 (downtown park work), North Boulder Park (site upgrades and flood/drainage work done in partnership with utilities), the Future of Recreation Centers initiative, Primoz Park (new park development), and Flatirons Golf Course (recent restaurant and course activation). Staff noted some projects already have approved funding; others are entering design or community‑engagement phases.
Bernie described how a liaison works in practice, saying the role “is an opportunity for you to go a level deeper on key important projects” and that liaisons do not gain extra decision authority but can help shape outreach and relay community feedback back to staff and the board. Staff said larger projects such as the Civic Area and the future of recreation centers may warrant two board liaisons because of scale and community interest.
Staff noted the timing of upcoming work: design and construction scopes will be shared with the board as projects advance, the department will bring CIP appropriations for PRAB recommendation in July, and site visits and an August field trip were proposed to give members on‑the‑ground perspectives.
