• Authorized a date change and updated three‑year contract for the Taste of Jalisco festival to align with Cinco de Mayo weekend and revise hours (motion by Mayor Pro Tem Raymond Gregory; second Council member Lam; vote: all ayes).
• Approved a professional services agreement with Group 4 Architecture for a community center site and cost analysis, $99,600, to be funded with development impact fees (motion by Council member Carnivale; second Council member Lam; vote: all ayes).
• Approved a not‑to‑exceed budget of $173,000 from the Art in Public Places Fund for the Esperanza Park entryway sculpture and authorized the PAC to proceed with a call for artists (motion by Council member Lam; second Mayor Pro Tem Raymond Gregory; vote: all ayes).
• Accepted donation of the sculpture Ozone by Craig French (valued $19,500) and authorized up to $5,000 from the Art in Public Places Fund for pedestal and installation at the library rotunda (motion by Council member Antonio Gutierrez; second Mayor Pro Tem Raymond Gregory; vote: all ayes).
The consent agenda list included, among other items, agreements with CVAG for homelessness services, nuisance abatement assessments, notices of completion for pavement projects, an amendment to an intergovernmental memorandum with the Agua Caliente Band of Cahuilla Indians, an extension to Tamjack LLC for CDBG administrative support, a subrecipient agreement with the Fair Housing Council of Riverside County, zoning ordinance amendments and sponsorship approval for the Palm Springs International Film Festival. Staff noted one closed session item would be carried over to the end of the meeting.
