Staff described the outreach already done with Dream Homes neighborhood residents and Agua Caliente Elementary School students; staff said 192 student drawings were submitted and that residents suggested themes including resilience, transformation and child‑friendly imagery. The $173,000 budget includes artist fees, materials, fabrication, transportation, installation, city costs, advertising for the call, an electrical plaque, three $1,000 concept stipends and a $20,000 contingency. Current fund balance cited in staff materials is $373,066; approving the budget leaves approximately $200,066 in the Art in Public Places Fund.
A Public Arts Commission member and the PAC chair described planned selection steps: a regional-to‑national call for artists that will solicit proposals inspired by community input, a subcommittee review, three compensated concept submissions to be presented to the Dream Homes community for comment, and a final PAC recommendation to council in the fall. Council approved the budget unanimously.
