Library board appointments: Bordogna said the Loan Cone Library (long-cone/Longcon) Board currently has six members though statute requires all members to reside in the special district. Two current members live outside the district. To avoid leaving the board nonfunctional while staff and commissioners recruit compliant replacements, Bordogna recommended the two out-of-district volunteers remain on the board until replacements are appointed, but recuse from voting on the hiring of a new co-director. Commissioners agreed with that approach and asked staff to continue advertising and to work with the board on bylaw language clarifying residency requirements.
Tom Boy Road: Jared Biggs and county staff reported that the county is under contract for repairs to Tom Boy Road and that the contractor has begun the design phase. The county must secure Forest Service approvals for design, with construction expected later in the season; staff said they will notify the public when construction begins to warn about delays.
Lodging tax / ballot timeline: Bordogna reminded commissioners that the county must notify the clerk by July 25 if it intends to place any questions on the November ballot; certified language is due by Sept. 5. He summarized options under state law including asking voters (a) to increase lodging tax rate in specified amounts or (b) to reallocate existing lodging-tax authority to other authorized uses (housing, childcare, public safety, roads, visitor experience, etc.). Commissioners discussed the idea and asked staff to return with background and potential question language if the board wishes to pursue a ballot measure.
Other updates: Bordogna noted a recent Housing Needs Assessment presentation by the Telluride region housing authority (SMRHA), ongoing work on a community engagement plan for housing code evaluation, and staff outreach to mobile phone providers about coverage in Norwood Canyon and other areas.
No formal board votes were required on these routine managerial items; commissioners gave staff direction to continue recruitment and public-notification efforts.
