The Pahrump Regional Planning Commission on July 9 elected officers for the 2025–26 fiscal year, approved several land-use applications and continued multiple large-scale zone-change and off-premises signage requests to an August 13 meeting.
The commission voted to approve abandonment request AB24-7 to vacate portions of public utility easements at 103 Lucardo Road (Assessor’s Parcel 04550123) after staff and the applicant said field surveying adjusted the easement to avoid a guy-wire location. Rebecca Chiriboga of Taney Engineering, representing Mountain Falls LLC, said, “we agree with all the staff’s conditions.”
The commission approved a conditional use permit, CU25-14, to allow four single-family detached homes on a parcel zoned multifamily at 1881 E. 5 Feather Street (APN 03851208). Civil Wise Services’ representative Bill Cookston said the owner “understands and agrees to the standard and special conditions of approval.”
The commission recommended approval of CU25-16, a conditional use permit for a Class 2 liquor sales establishment at 250 S. Milwaukee Street (APN 03823112). Applicant representative Versa Fehrman said the plan is to repurpose a long-empty restaurant building and that the applicant understands they must separately obtain gaming and liquor licenses and submit tenant-improvement plans.
The commission granted Waiver WV25-9 to allow placement of a manufactured home that would otherwise be ineligible under the county’s 10-year manufacture rule, allowing a 2006 triple-wide unit to be sited at 781 N. Pamela Way (APN 03511136). Applicant Ronnie Murphy said the home is in good condition and that the family intends to complete required improvements and permits.
Minutes for the June 11 RPC meeting were approved. The commission also completed annual officer elections for the 2025–26 term, selecting the slate presented at the meeting; the newly elected vice chair recorded in the meeting was John O’Brien, and a secretary/clerk position was filled by a member identified only as Faith.
Several items were continued to August 13, 2025, at the request of the applicant or after public comment. The commission continued: CU25-8 and WV25-10 (off-premises signage for Richmond American Homes/Amalfi at 6135 S. Nevada Hwy 160, APN 04704126); CU25-7 and WV25-11 (off-premises signage at 5950 E. Grain Mill Road, APN 04312112); CU25-9 and WV25-7 (off-premises signage at 6000 S. Nevada Hwy 160, APN 04703125); and two zone-change applications, ZCMP 25-7 and ZCMP 25-8 (Manse Ranch and related Mountain Falls area changes involving parcels identified in the staff report). Staff and the chair said the continuances will move those matters to the August 13 RPC agenda for further consideration and public comment.
Commissioners voted on motions after the staff presentations and applicant remarks; for applications the commission’s decisions were recorded as “motion carries” or “recommend approval” in the meeting minutes and are subject to appeal where noted. Several items before the commission were final action by the RPC; others (notably the zone-change requests) were forwarded to the Nye County Board of County Commissioners for final action, with BOCC hearings noted in staff comments.
The commission closed the meeting after setting August 13, 2025, as the next RPC meeting date and scheduling a future discussion/workshop on animal rescue and shelter standards as a non-action presentation for public input.
