Shane Harbinson said most major AEDP procurements are complete, midfield taxiway subcontractor outreach is set for July 14, and West End Fill and atrium infill projects are progressing toward early‑next‑year occupancy.
Shane Harbinson, chief development officer, updated the commission on the airport’s AEDP (airport expansion and development program) procurement, design and construction progress and upcoming outreach for subcontracting opportunities.
Harbinson said the program completed procurement of the major design and construction packages in roughly one year and that the remaining large package, the integrated baggage handling (discussed separately at the meeting), will move from procurement into design soon. "We procured all our major design and construction projects for our program," he said, noting the team’s work to scale the airport from roughly 22 million to over 30 million annual passengers.
Key project updates and outreach:
- Midfield taxiways: Austin Road and Bridge will host an outreach event on July 14 to advertise subcontracting opportunities for concrete hauling and related work. The procurement approach is construction-manager-at-risk with multiple work packages.
- West End Fill checkpoint: The 75,000-square-foot facility has permanent power and general-contractor work is entering finish phases; occupancy is targeted for early next year (February–March), which will allow restoration of several security lanes and improve checkpoint queue balance.
- Atrium infill: Work is micro‑phased and performed mostly at night; contractors are already installing sound‑barrier walls, and staff are coordinating phasing to limit impacts on inbound baggage operations.
- Cutovers and baggage transition: The team is beginning cutovers for carriers on the east side in micro phases (A/B/C plans) designed to be transparent to passengers; contingency plans exist to move bags manually if necessary.
- Central utility plant: Site design has reached 30% and building design is expected to reach 30% by month’s end; the campus-wide utility work is progressing with coordination across design teams.
Harbinson also noted progress on the yellow garage (deck pours anticipated at night), with about 200 workers daily on that site. The presentation emphasized coordination with airlines and contractors to keep operations flowing during construction. No formal action was required on the update.
