Commission approves PD change to reduce parking ratio for 2901 McKinney Ranch Parkway development

The McKinney Planning and Zoning Commission unanimously approved a planned-development amendment to allow a reduced parking ratio for a proposed multifamily project at 2901 McKinney Ranch Parkway, forwarding the item to City Council for final action in August 2025.
Araceli (planner) explained the request is a PD-to-PD rezone for an approximately 18-acre tract. "The applicant is requesting ... to reduce the parking from 2 units, 2 parking spaces per unit, to a 1.75 parking space per unit," she told commissioners, and staff found the requested ratio aligns with the city's recently adopted Unified Development Code (UDC). Staff recommended approval.
Applicant Mitchell Honzik told the commission the change allows a smaller parking structure, fewer paved surfaces and the opportunity for more landscaping and green space. "This change results in a better site plan from a variety of perspectives. We construct less concrete. We're able to provide more tree islands. It's less costly. And we actually open up a little green space to the south of that parking area," Honzik said.
Araceli said permitting the reduced ratio would lower required spaces for a 350-unit maximum from about 700 spaces (2 per unit) to about 613 spaces at 1.75 per unit — a reduction of roughly 80–87 parking spaces. Commissioners asked clarifying questions about unit mix and previous hearings; Araceli said the project limits one-bedroom units to a maximum of 55% of the total but otherwise maintained prior approvals.
A motion to close the public hearing and approve the item was made by Commissioner James and seconded by Commissioner Gina. The motion passed 7–0. The item will be forwarded to City Council for final action in August 2025.
