Power staff to reset approved-contractor list; will require requalification and annual training

Power staff told the board they plan to reset the city's approved-contractor list and require firms to reapply if they have not worked on Hurricane City power projects within the past two years.
Staff said they will notify contractors and that anyone on the current list for more than two years who has not been on recent projects will need to complete the prequalification process again. Staff outlined prequalification requirements including state licensing and a minimum of three years documented experience on high-voltage (15 kV) cable work; they said language will be aligned to current Utah licensure rules.
In addition, staff proposed an annual mandatory training session for all prequalified contractors as a requirement to maintain approved status. The change follows a resident report that she contacted every contractor on the list and received only a few responses, suggesting the list had grown stale.
Board members supported the update and asked staff to refine verbiage to match state licensing categories and to implement the two-year refresh and annual training plan.
