Board waives bidding and approves payments to county newspaper of record

The Lake County Board of Supervisors voted 5-0 to waive the formal bidding process under Lake County Code Section 38.2 and to ratify a payment of $7,892.37 for add order 0006900014 to the Lake County Record-B, the county's sole newspaper of record. The board also approved ongoing payments for legally required publications not to exceed $50,000 annually.
County Treasurer-Tax Collector Patrick Sullivan explained the request, saying various mandated legal publications must be printed in the county's newspaper of record. "At this time, the only newspaper of record in the county, as recognized by the superior court and pursuant to code is the Lake County record b," Sullivan said. He noted the payment cap provides room for variable publication sizes, adding "I don't think we've ever actually spent more than $40,000 in a year, but it depends on the size of our publications."
Board members raised no substantive objections; a motion to waive formal bidding was approved, followed by separate motions to ratify the $7,892.37 payment and to authorize payments up to $50,000 annually.
The actions were taken after staff said competitive bidding is not feasible when there is only a single recognized source for required legal publication.
