Applicant for Crooks Road project urges staff to place application on next agenda after months without replies

Arben Stafa, representing Sterling Construction Inc., told the Troy City Planning Commission during public comment that he has tried to contact planning staff repeatedly since April 15 about the Crooks Road project and has not received responses to multiple emails.

“Applicants deserve a fair process, which includes timely communication and the opportunity to be heard. These are the basic elements of procedural due process,” Stafa said, listing attempted contacts on April 15, May 7, June 7 and June 26 and asking that the Crooks Road project be placed on the next available planning commission agenda or that staff inform the applicant of outstanding issues.

Stafa said he emailed Mr. Sabadant and other planning staff, including Ms. Dufresne and Mr. Carlisle, and that the lack of communication was “pretty concerning.” He requested either placement on the next agenda or notification of any outstanding issues preventing placement.

Commissioner Hudson later referenced an application for “approximately 150 apartment units located on the West side of Crooks, North of Wattles,” indicating the commission is aware of a separate pre-application or application for that area but offered no timetable. No formal action was taken during the meeting on the Crooks Road item; Stafa’s comment was recorded during the meeting’s public-comment period for items not on the agenda.

Staff did not provide a public response at the meeting; commissioners noted the comment and the commission proceeded to the scheduled public hearing on the Deerfield Drive street vacation.
