Uintah County Commission approves engineering agreement, jail housing and medical amendments; minutes accepted

The Uintah County Commission approved a set of routine agreements and contract amendments at its July meeting in Vernal.
Commissioners approved the minutes from the July 1, 2025 meeting by voice vote. The commission also approved an agreement with CIVCO Engineering for design and construction engineering services for county chip-and-striping projects and accepted two jail-related contracts: an intergovernmental agreement to house Daggett County inmates and an amendment to the county’s jail medical provider agreement.
CIVCO Engineering: Scott Hartman presented a contract for engineering services for county chip-and-striping projects on up to six roads. Hartman said the total fee for engineering design and construction engineering across all six roads would be $184,500 and that the contract covers engineering services only, not construction. The commission approved the agreement by voice vote.
Daggett County jail housing contract: Sheriff Steve Ledger told the commission the county had a written contract with Daggett County to house inmates. The contract is one year in length with an effective start date of June 4, 2025, and automatically renews unless either party opts out. The daily rate is $78.23 per inmate; the contract states Daggett County will pay for medical costs and will handle transportation, with the parties cooperating when additional transport arrangements are needed. Commissioners approved the contract by voice vote.
Jail medical provider amendment: The commission approved Amendment 7 to the jail medical contract with Dr. Brooksby, which increases the monthly payment from $6,000 to $7,000. County staff said the increase is included in the current budget. The county attorney reviewed the amendment, staff reported, and the commission approved the amendment by voice vote.
Other business: The commission noted that a VOCA grant item would be passed over pending further work by staff. During public comment, a resident asked whether mineral lease allocation to the recreation district (Uintah County Special Service District No. 1, Recreation) would be changed to a percentage-based allocation; the commission said the mineral-lease allocation would remain the same and no change would be made at this time.
All votes on the listed items were carried by voice vote with commissioners responding “Aye.” No roll-call tallies with member names were recorded in the transcript for these items.
